The Strategy and Defense Policy Course is the William J. Perry Center’s flagship course to teach both
civilians and military personnel about the basic tasks of a Ministry of Defense in a Democratic Society.
The course is designed to:
Impart knowledge on Ministry of Defense roles and functions.
Discuss Civilian Oversight of Military Institutions.
Foster Civil-Military Relations through:
• Exchange of information and opinions in a moderated neutral environment.
• Development of relations of trust through shared experience.
Develop a network of Defense Professionals across the Americas.
The objectives of the course are to:
• Develop an understanding of the current defense challenges in the world and in the Western
Hemisphere
• Explore the different roles and tasks of a Ministry of Defense in Democracy
• Understand the basic requirements for policy writing
• Develop a working knowledge of strategy, strategic and contingency planning.
• Comprehend the basic elements of resource management and acquisitions.
